Outer Belt Park Commission

The Outer Belt Park Commission was established in 1903, on the initiative of the president of the Cook County Board of Commissioners, Henry Foreman. The Commission, which conducted comparative studies of other American cities’ park systems, proposed an outer belt of parks and boulevards that would encircle Chicago. These parks would include land along the Des Plaines and Calumet Rivers as well as the Skokie Marsh. The Outer Belt Park Commission worked closely with the Special Parks Commission to gain passage of the 1905 legislation that first introduced Cook County voters to the Forest Preserve District.
