By the turn of the twentieth century, advocates for nature preserves promoted an "outer parks" system in Cook County. That system would include open spaces that would encircle the Chicago area.

The advocates had several things going in their favor. First, the Depression of the 1890s was abating, and Cook County now enjoyed more revenues. Second, municipal reformers doubled their efforts to parks in and around the city. Third, a number of prominent and well-known citizens endorsed the "outer parks" idea. 

This section explores how competing visions for park space and preserves came together, culminating in the influential Metropolitan Park Report of 1905. It also provides information on some of the supporters and critics of the movement for the outer parks system.
