Preserves
The advocates had several things going in their favor. First, the Depression of the 1890s was abating, and Cook County now enjoyed more revenues. Second, municipal reformers doubled their efforts to parks in and around the city. Third, a number of prominent and well-known citizens endorsed the "outer parks" idea.
