Daley implemented programs to encourage developers, assist homeowners and renters, promote affordable housing, and fix problems in public housing.

The Plan for Transformation

When Mayor Daley took office in 1989, public housing in Chicago faced a number of challenges.

To address those problems, Mayor Daley worked with the federal government on what came to be called the Plan for Transformation. Under this plan, high-rise complexes gave way to mixed-income housing developments.
