The Only Shelter is Peace

Not all Chicagoans thought it was a good idea for the city to spend time and resources on civil defense planning. South side Congressman Barratt O’Hara received more letters critiquing civil defense programs than he did letters of support. Organizations opposed to war, like the local activist group Women for Peace and the American Friends Service Committee, a national Quaker peace group, protested civil defense programs. They argued that such planning promoted war by preparing for it, was futile because atomic war was not survivable, and wasted resources and effort that could be better directed to helping people in other ways.
