Chicago in 1989

By 1989, when Richard M. Daley became mayor, Chicago faced a number of seemingly intractable problems. A growing number of residents lost faith in the city's ability to provide basic city services and ensure access to education, police protection, and affordable housing. Chicago's economy was changing, too, and workers, business owners, and investors worried that the city might not adapt to the challenges posed by globalization.

Valerie Jarrett, Chicago Planning Commissioner (1991-1995) summarizes the challenges facing Chicago when Daley took office and Daley's "wholistic" approach to addressing those problems:
